To be honest with you I don't think that LE is remotely concerned with public health. I think they are more concerned with quotas. I agree that it should be a concern but I doubt they lose any sleep over it.

Unfortunately, I've been hearing that you can be charged with criminal tools for possessing a condom. I've responded to that by coming up with a pretty damn clever place to hide one. I'm not saying that Uncle LEO won't find it, but doing so will require some serious nitpicking, and I really don't think they'll go that far.
