I could be wrong on this, but I think there is some video surveillance down there. With computers, it would only take a moment to enter in a suspicious vehicle and determine if the driver is a repeat visitor. As mentioned earlier, if one frequents the area it's not hard to tell who's doing what. Imagine what a camera picks up after a couple months.

They don't even have to enter the information by hand, the software for license plate recognition has gotten much cheaper as have the digital cameras themselves. All they have to do is set one up and let it capture plate info and populate a database which would then spit out reports of vehicles that have been up and down that street more than a certain number of times. Once set up, all of this can be done without a human having to do anything, it's fully automated.
