Like I said, I'm not to good at pointing out cars, it could be a newer vehicle, but they did just seem to focus on on small area between 19th-20th and yes, the windows where tinted. The only reason I got a glimpse inside was because the sun was just starting to set and there was pretty strong sunlight coming down and it shined through the tint. I slowed down enough for me to see the cops in the suv. I just thought it was a good idea to comment on possible busts around there.
