I haven't noticed any quality difference. I think for your first, go for the half hour and see how it goes before dropping to much coinage. Then you can always move up. If you want a happy start and happy ending, then you need an hour and need to know the lady before.

It depends on the girl (Yes I'm Mr. Obvious) but with the hour there is sometimes more activities offered like you massage her or less clothing but in most cases the flip is the flip. Around here an hour won't get you an expanded menu. If you are looking for special attention I would recommend repeating with the same girl and let her get to know what you like.
