Their logic is that if there are few or no other working girls out there, their decoys will reel in more unfortunate mongers and make it a more productive sting. And yes cops are taught to lie in their training. It's perfectly legal for them to lie if they stop you and even if they interrogate you. It's not legal for them to lie in court, but some do that anyways. Never tell a cop that you were intending to do something illegal. Like hoping to pick up a lady for sex. While mongering cops are NOT your friend.
