HUNTINGTON BEACH A sweep of 10 massage parlors in Huntington Beach ended with 10 arrests related to sexually-illicit massages and dozens of health and safety violations, officials said.

Police reported on Monday that citizen complaints prompted an investigation of the massage businesses on Feb. 28.

Huntington Beach city officials will consider stricter regulations on massage businesses after police reported there has been a spike in the number of massage therapy storefront opening and an increase in illict sexual activities at some stores.

Ten people were arrested on suspicion of prostitution and 50 municipal code violations were cited, including employing uncertified masseuses and masseuses giving services without being fully clothed. Only one of the locations was in compliance with city rules, according to police.

Police reported several of the people working at these massage businesses were recent immigrants to the United States – a red flag for a possible human trafficking operation.

Investigators pushed to hold some of these businesses accountable for human trafficking, but police said they were unable to substantiate their case.

"For a variety of reasons it is often difficult to prove the elements required to make a further case," according to a statement posted on the department's Facebook page.

The raid was a partnership among Huntington Beach and Anaheim police, the Department of Alcohol and Beverage Control and the Human Trafficking Task Force.

The sweep came just before Huntington Beach City Council members looked at tightening regulations for massage parlors after a significant increase in the number of these types of businesses opening in the last several years.

On March 4 the City Council passed a first approval of stricter regulations for massage businesses in the city. The proposed ordinance, which includes a more stringent vetting process, will come back to the council for a second approval at a future meeting.

The city changed its policy on massage businesses in 2009 to comply with a state law passed a year earlier that established the nonprofit California Massage Therapy Council.

Police said at the March 4 meeting that the therapy council limited the city's ability to regulate the massage businesses in the city.

After the city's policy change, the number of massage businesses went from nine to about 65, Small said.

Small said many illicit massage businesses serve as a front for prostitution and, in many cases, the women involved are victims of human trafficking.

Police in May 2012 investigated several massage businesses and found 49 municipal code violations and 22 building-code violations. These violations included employees performing massages with the customer's genitalia exposed, unlicensed massage technicians and some businesses operating without licenses, police said.
