It appears that you are hell bent on telling Carlos to accept her as a GF. I do not think that Carlos wants that. Its so nice to see that you guys are doing your best to make Carlos start a relationship. LMAO.

To me it seems that Carlos just treats her as a good friend. And its not his intention to take it to next level. He wants our advice how to stop her and how to tell her he is not ready for a relationship, in a congenial manner and not to break her heart. If he takes her to Ocean city, it might give totally wrong message to her. IMO, Carlos must send an SOS to her that he is busy (may be get gets sick, may be he has to go out of town for work, may be a friend came from out of state and he has to attend him, may be his car is in workshop, may be he lost his phone at the evening of the reunion and later found it under his car seat, may be a relative got sick and family reunion got cancelled, may be an uncle died in a far off state and he has to fly to attend funeral and to claim some money) and can't attend reunion.
