I've had the same symptoms awhile back. Fungal infection creme usually made it go away but drying your ballsacks real good after each shower did the trick for me.

We're not doctors so no way we can diagnose you, and a doctor needs to examine you. I have had persistent itch before and there were two different causes. One was weeks after shaving too much the hair grew back and caused itchiness. The other was ultimately treated with antibiotics, and it completely cleared like night and day (after months of itching). I had tested negative for stds, but those tests only check for some bacteria and not most. Trichomonas is more common than Chlamydia and Gonorrhea combined by a wide margin but is rarely tested for since it is mild, there are a dozen others also not tested for.
