I recall their website at some point said the VIP label is simply because of demand and should not be construed to mean anything else. Which begs the question, was Viet Na really in high demand? If yes, why such a short stay? Maybe it could also mean anticipated high demand, which may not materialize making it hard to then drop down to regular without losing face. A better strategy IMO is to start off all new / unproven ladies as regular and bump them up if there indeed is high demand, as was done with Isabella.
