Statistically speaking if I think a girl is A-Tier (9/10) then maybe someone else thinks she is S-Tier (10/10). But then another person would read that, and maybe she is only B-Tier for them and they'd wonder what's the deal. There's really no contradiction, our impressions are going to be bell-curved.
