It's says right in the article that the victim of the first shooting did cooperate and talk to the police. The police even talked with witnesses that supplied them with video footage. I'm sure what had happened was, as with any criminals, they took off and didn't return to their apartment for a few days / week. Then they went back for the second shooting.
