OC and LA is busier, but they'd still be over-supplied if they kept adding providers. So they'll open an SD location to take the overflow. It might not be as busy, but it keeps the demand higher in the busier markets instead of oversaturating them to the point where supply overtakes the demand.

IMO, it is very much worth the effort of getting in with SDAG. They have the most ladies. They accept hx but have other methods of screening such as work verification too. Many people prefer the hx route since it is more discreet. The PO is known to be short-tempered so don't test his patience. Good luck.
