Yeah, it's worse, or at least just as bad as Ktown. I drove through the neighborhood (Little Tokyo) today to do some advance recon. If you're there for an hour or more, it's $16 without validation. However, there is another parking lot across the street that was advertising 3 hours for $8. That's where I would go, if I couldn't find metered parking on the street.
