I think it more has to do with the worries about law enforcement and being reported. If these businesses here werent at risk of being shut down easily they would probably invest more money into their spaces but that's why most of them are just a bunch of drywall partition rooms that don't even go all the way up to the ceiling sometimes because if they have to shutdown they don't lose too much money on their investment. That said I am now very interested in this place in Toronto.
