This is one of the most popular shops in Japan for popular JAV girls but rates are high. I am not sure if this particular shop is open to foreigners.

There are plenty of shops that will accept foreigners in Japan but they will be more expensive (almost US rates) and the girls may not be as hot. On the other hand, there are soaplands where you can fuck hot young girls for under 20,000 yen per hour (about $120 USD) and these same girls would go for at least $340 H in NYC probably even more in LA. These spots are only open to Japanese though and they're very strict about that. It will help if you speak some Japanese, but at the end of the day, many of the best options in terms of price / quality will likely be off limits to you as a foreigner.
