    Universally, MP's with services are in somewhat sleazy areas and often with an Asian influence but not always. Westminster, Garden Grove, Santa Ana, Lomita, Downey, Baldwin Park, Lawndale. Or down in San Diego on Convoy street. I suspect that the legit cities have "decent citizens" who don't want any seemly activities going on, so their police department cracks down. I used to get handy service in Huntington Beach and Fountain Valley but the PD come down hard on them and run them out. But by the same token, when the cops pull you over in HB they treat you pretty good too. So its kind of an overall climate of being a good area or a bad area. Perhaps the bad areas like Westminster, the cops are already run ragged chasing down real criminals, and places like Hermosa Beach or Huntington Beach or Irvine. The cops have little to do than to go after victimless crimes like a few dudes having a happy hour which does ot involve booze.

    I can speak about HB specifically. The owners usually draw the attention of the city when they apply for a business license. They ask questions from their application and if there is any flags or things that don't add up they get put on notice. They will even send people to the place to see if what they claim they are doing (I. E. Nails for example) is indeed what is going on or if they offer other services on top of that. As mentioned above, they go off of complaints as well. Draw too much attention and it forces the cities hand to act. They also know when owners try and get someone to open the business under a family member or friend. Not sure if HB will be going the Irvine route per se, but they are making it harder for these places to open up.

    You're on track. The city is pretty straight. Cerritos even has parking restrictions in neighborhood. You cannot park your car on a residential street overnight unless you have a valid resident parking sticker that you must apply and pay for.

    Cerritos is actually in the 562 area code so it's not in Orange County. It's more like the Long Beach area.
