If they are "Attractive Member" then that person has either fully deleted their account or SA has banned them completely.

If you can still see their profile name but can't message, they either blocked you OR they "deactivated" their account, which keeps it around in case they want to reactivate it later. People often do this once they find someone they like and they aren't swimming in the sugar bowl anymore, but they can easily come back once things finish up.
