Both are veterans of the street. Bella, formerly know as Chella, has been around for a decade or so. At one point she was in such rough shape a rumor went around she had died. The swollen arm is a sign of drug use. One of two things happened. I've known some that claim to have passed out so long with limb pinned that it swells up. Other and more likely case that I've noticed is sign of infection due to their use of needles. That could be due to bad mix of heroin or just some other blood born disease.
