When a mutation occurs that makes the virus spread better, it takes over, in that local pool of viruses. That can happen any time any where. So, wherever delta was first *identified* doesn't matter. It is Darwinian evolution that will make it become the dominant strain all over the world. Because it is best at spreading through a population. Until it then mutates again, and some other variant takes over. Now that doesn't mean a lot, because so far, immunity against the earlier versions has held up. There is little reason to think that the virus will mutate to a form that is not susceptible to the immunity we're all getting.
