1) WAY more providers WILL do it than say they will. This includes some who advertise that they don't. Variables include: overall how you present yourself, the "relationship" you have (time, number of dates, total $ spent, ALL factor in), how trustworthy you seem (according to their criteria), etc. One of the clearest cases of YMMV I can think of.

2) Most that are known to offer it and do so regularly have pretty set requirements they seldom ignore / break. (See my previous post on the subject.) I wouldn't waste my time.

3) There are all kinds of reasons to SAY it, even if you sometimes provide it. One of the biggest is so that it is not an "expectation", but a bonus. Those are unlikely "vendors" if that's specifically what you're trying to buy. Another is a negotiating tactic for higher prices, for "making an exception. " etc. , ad nauseum..
