Also it could be that you're contacting them wrong. They might have a form on their site or an email, but they actually only respond to texts or something. While a lot of the agencies have an abundance of clients, there aren't many businesses that I know of that say,"Hey, we have enough clients, let's stop taking in more money, let's just be content". Clients come and go, visit different and new agencies / indy's, and a lot move away as this area has good turnover.
