Seems like M's getting the short end of the stick with HX members. I'm just surprised that she still accepting people through HX given how much of a hassle she's received from them. Unless this particular monger had appointments in the past and was in good standing. And decided for some stupid reason to burn a bridge with M where other mongers would kill for the chance to get through.
