I am white and have talked with a few providers. From what they told me its more that you might run in the same circles they hang out with too (Asian community). I see your point but it still boils down to mongers getting the short end of the stick. It's one of the details of the kgirl scene that drives me up the wall. If bookers only reference certain other bookers, you're SOL and in a catch 22 if you aren't already in that particular subset.

Safety comes at the cost of inconvenience.

I think some have become more cautious in the past couple of years as a precaution rather than to retain their base. If they don't know a booker, how do they know if that booker does a good job of vetting a client or even if that booker is legit?

Normally, I would just use the last two bookers I've seen girls from as reference. Occasionally, I will run into situations where the prospective booker replies that they don't share references. Apparently there are agencies that aren't on friendly terms with each other. Then I just resort to bookers I've used in the past and see if one works. They ask for two but one "all good" is usually enough to get you cleared.

I imagine that before SESTA / FOSTA, bookers would grudgingly do it out of a collective sense of safety and security. But now that there are limited avenues of public promotion / exposure for the girls, the client pool starts drying up. In turn, IMO, they are refusing to provide reference in order to retain their customer base. No business likes to see customers going to other shops. This situation as a whole sucks for mongers.
