I haven't tried it, but Tracfone has a bring-your-own-phone kit where you essentially buy a sim card on their network and put it in your phone. I'm sure there are other companies that do this and I'm sure there are limitations on which phones you can use on which networks. Take a trip to Best Buy and bring your phone with you. I personally plan to use a google voice number tied to my secondary email. Google voice communications are encrypted and I believe LE needs to have a subpoena to get the true identity of the caller, which I suspect is too much for them.
