I would go silent on her. If she becomes persistent, tell her you were extremely disappointed to the point that you feel no need to repeat it. She did not live up to her end of the arrangement. If she wants to show you that she is capable of doing that, then tell her that you will see her again but you're not paying for the next session since you only had 15 minutes the first time. You need to stick to your guns on this.
