Baltimore prosecutors held a seminar this month on prostitution called, "No, it's NOT a victimless crime" during which speakers discussed various programs to stop the hookers. Baltimore police arrest about 1,200 suspected prostitutes each year.

With this program, they are making sure that if they get your plate number, YOU, YOUR career, and YOUR family will be victims, regardless of "innocent until proven guilty" as normal law would allow. I would rather have a REAL leo pull me over and speak to me in person than be accused via mail with no recourse.

As for the REAL crime in your hood, watch the pimps and drug dealers instead! History has proven that prostitution will never go away. The very ugly side of it has also been proven to be the pimps and dealers. Get rid of them and all of your problems will go away. If you don't have the guts to do that, then you should move to a better hood.

Historical observations; prostitution wasn't illegal until the turn of the 20th century. My how bad America was then, said with tongue in cheek as many view this time period of the golden age of America! The reasons for the laws were due to the temperance type movements and public health concerns, specifically of WWI combatants.

The article mentions 228 arrests in Aug 2009, and says only 60 of them were not out on PBJ for a prior offense (and were eligible for that 'diversion program', only of which 13 volunteered and 7 actually attended). So what did I read? Baltimore LE makes 1200 prostitute arrests per year, and it appears that 75-80% of those arrests are 'multiple arrests' on the same girls and only 20-25% are first timers. And think about it, the majority of these girls are strung out most of the day and wander aimlessly around watching for the first sign of a John and crazily darts over to the car making a big fuss and gestures like it's the first John she has seen all day. These girls I am sure wind up in Jail every other day they hit the streets, sober up, and are released with court dates set 3-6 months away (thanks to the Baltimore City delays) and hit the streets to support their drug use and pay off their fine. In this sense, 1200 does not seem 'too unrealistic'.

Yes I realize that 200+ arrest per month should equal closer to 2400, but we must remember august is a prime month for mongering (it's not too hot or too cold outside), as opposed to the months of January and February this year where many of the mongers and SWs were snowed in; many of the corners and sidewalks we normally pick our girls up on were buired under 4-5 feet of snow (thanks to those damn plows uncovered the roads but burying the sidewalks).

I do not believe LE will go to such great extent, unless their priorities get messed up. We have drug sellers on every other corner -- wish it was like that for prostitutes

Depends. Public or Private options just like any social networking site.
If LE has gone through the process of joining a site like this and this SITE had a twitter, they would most definately subscribe/follow. With a large site there is no way to 100% filter LE. For a large site to make it private would mean one hell of a task for someone to monitor who is requesting access and evaluating if they are LE or not. People not allowed to view who are not LE would be up in arms bitching. Administrative nightmare.

Most large sites with twitter options allow anyone who is a member usually.

Would LE follow your personal twitter?, probably not unless you spam a site like this letting everyone know you are providing real time intel for mongers.

Parting thought: If a site like this were to go to a social networking format offering realtime updates and intel, it would be FAR MORE attractive to LE then it is right now. Right now information is dated, someone visits, then posts later, almost never directly after, usually several hours, days or sometimes weeks later. The intel is STALE, and not immediately actionable. Requiring them to plan and schedule stings.

Realtime live updates that can be followed on a mobile phone EMPOWER LE in a way this site does NOT currently. It would make their Vice teams more efficient and effective in enforcement of their mandates. They could go to where someone is and catch them in the act, no need to prep. Just not a great idea.

You can use twitter on Blackberrys and other smart phones (ie Iphone), and many basic phones that receive SMS. When you are sending an update it is called a "tweet", not a twit.

Remember in some areas (like DC) just driving through an area can be cause to be stopped.

Prosecutors are about to launch a program to help the men paying for sex by setting up a "John School" in which those arrested can avoid prosecution by paying $250 for lessons on the dangers of sexually transmitted diseases, addiction and the impact their activities have on homeowners.

Dear John letters:

Homeowners spend their nights, standing in the cold, the heat, the rain, the snow, watching the cars go by. When they're sure the driver is not lost but is, in fact, circling the block looking for a prostitute, they send the information to the Baltimore Police Department.

A sergeant reviews it, makes sure the plate matches the car's description and fires off a letter informing the registered owner that the vehicle was seen in an area known for prostitution and that its driver was involved in suspicious behavior.

"It's not to accuse them of a crime, but to let them know the community is watching," said the Southern District police commander, Maj. Scott L. Bloodsworth.

The missive is called a "Dear John" letter, and since police revived this long-defunct program in May, the cops have sent out 75 such letters, about 50 to people who live in Brooklyn who apparently use their backyards and neighbors' streets for sex. Several residents keep track of the cars, but Lehman, a 50-year-old city fire lieutenant, is by far the most prolific.

This is one weapon the city is using to drive hookers and the men who solicit them from what should be quiet city streets - not just in Brooklyn but along Wilkens Avenue in Curtis Bay and Washington Boulevard in Pigtown, where frustrated homeowners have gone a step further by videotaping pick-ups and posting pictures on the Internet.
