I thought the same thing but I also wonder if it's all to embarrass and intimidate you. Also who is going to write the letters? LEO or some community group in the neighborhood? If LEO sees you picking up a girl won't they stop you and arrest you. They have been in Middletown this past week. Too many questions.

I don't know of any source to check who is HIV positive or not because that information is confidential. Now if you know the girls name then you might get an idea if she is by checking her arrest record in Dayton. If she is HIV positive and the courts know that then that could show up on the report.
Best to check the girls themselves and ask around other people if they know their habits.

This seems a bit strange. They're gonna send letters to the owners of vehicles seen in the area? What if they send some of these letters to the owners of vehicles that were doing something in the area that was entirely innocent? If they are sure someone is "loitering" why don't they pull over the person and issue a loitering ticket? What exactly will be their criteria for choosing which cars they consider to be "loitering"? What I'm saying is, this seems to be a plan to do things to people who they don't have enough evience against to actually issue a ticket to or arrest.

New sensation
Laura. Met her a block south of 3rd near the defunct Chicken Louie's. Nice petite spinner with a good attitude. Mw is also right. If it is a sting and you talked with their decoy but did not go around the corner to pick her up, "count on a tail" out of the area. They will pull you over for a variety of reasons. Most of them chickensh_t. This way they can get your info and also let you know that LE is watching. You may also be intimidated by them and make some type of verbal slip that will allow them to go further with the traffic stop.
That's why if you're going out mongering or hobbying as some call it, make sure there is nothing wrong with your vehicle. That's not in the 22 rules but I know it to be true. LE will look for any reason to pull you over so make sure your vehicle does not give them any reason.
If anything on your vehicle is not working, don't go out. If you've been drinking, don't go out. Would you like to risk a DUI as well?
I know that will be difficult for some especially if we've been out to strip clubs in the area. However, when clubs are open, LE will make up reasons to pull someone over so don't give them any. Especially if it's a known area for SW and it's late at night and they have nothing else to do.
One other thing not listed in the 22 rules is if you see LE anywhere, it's time to go home. You cannot circle the area and hope not to get seen again. Unless you have a very good reason to be there, it's time to go.

Seva is right. It's extremely unusual for a female decoy to get into a car. Most places won't do it because it jeapordizes officer safety. That's very key in most major LE departments. They won't do it because the potential for someone getting hurt or injured is just too high. It's also not just about officer safety but to avoid potential line of duty injury lawsuits as well.
They (the decoy) will always ask you many questions or ask you to go around the corner to meet them. However, some departments may be taking chances if there are safeguards in place that will reduce the chance of the decoy getting hurt. They may be carrying a small backup weapon (to include pepper spray) and/or have a "crash team" in place that will take care of a situation if it happens.
Just because they may be LE doesn't always mean they are ethical in how they make their busts. They may be given a certain amount of latitude by their Chief and local DA as to how much they can do to make the arrest in their city. I'll finish this post later. Better half came home early.

How to tell who's a cop
Female cops don't get in the car; they talk thru the window and ask you what you want or do you want a date? From outside the car they will solicit you with sexual questions. The correct answer is always NO; and drive off. If it's a sting you'll pick up a tail for a few blocks and may be stopped for a BS thing. But if you're legal you'll be released with a stern warning about being in a high crime and hooker neighborhood. I always thank the cops for their information and concern for my safety. Are you a cop?
I always ask each SW the "are you a cop" question and they ask me. I also know that the answer has no berring on one's defense in the event that the other is in fact a cop. Cops will lie, their answer does not constitute entrapment. So here is my question (if it should be posted elsewhere let me know, I can't find it).
The 22 rules say nothing about the "checks" to help prevent you from being busted once you pickup a SW. Intuition helps but what works for you? Us juniors would like to learn.
