That was my initial thought as well; whenever I've been overseas its much more common and legit for it to be done through signal, WhatsApp, or telegram, and I've had 50/50 with it here in the states.

What I have found weird is that sometimes I am looking at hooker ads on the various platforms, sometimes I will look at an ad a few times for what ever reason. Later I will be on my own FB account and "BOOM" there she is as a suggested friend. Not sure if the computers tie IP address together or what. But if it happens to us happens to them.

Your phone stores metadata. Platforms have access to that metadata. Based on contact chains and associations derived from that metadata, they can propose or advertise things they think you would be interested in. It's like passive targeting.

For a variety of reasons, I'd wait until you are there. When texting, they have an easier time to upcharge. When you get there, they might be looking for that next high and be more willing to give a little extra. But, you may also get there and have 2nd thoughts about going raw. Things might stink down there.

Also, I wouldn't over-think the pay-before or pay-after. If they ask you to pay upfront (when you get there), that's your spot to ask about extras (if you want them). Or, maybe just pay the standard amount and go with the flow. She might just let you without any negotiation. It probably depends more on the woman than you. Just be prepared to go with the flow.
