I can't speak to which agency has the widest selection, but I'm not sure why you would want to put all your eggs in one basket. I understand wanting to limit your verification but most of these agencies once you're verified with one you can use the other agency for verification.

Even with ROKM who has a frequent flyer program it's not enough for me to choose them exclusively.

Well, they are $20 USD here too. Lots of them, fresh off the street. The 350 you see quoted is typical for 'Korean Agency BB'. You can even find girls in China that cost more than that.

Nobody goes to Korean agencies to save money in the budget sense. Some of us find good Value, some of us don't. Budget guys who don't mind GFE might try the Thai orgs which have 200 hh entry point. Then there's AMPs which many people are happy with, and so on.

The one general advice around the world is, I would not rely on ads as intel. In my limited experience, Gingira was 0-1 Tiers off from ad. The Thai org was 0-2 Tiers off from ad. Korgs are typically 0-3 Tiers off from ad. Budget shops were even worse. Among all options there were a few exceptions who looked better than their ad, as many as girls who looked beyond 3 Tiers.
