Every time that I see her out, she's high as hell, stumbling down the sidewalk (almost walking out in front of cars), hunched over, with her eyes barely open. FYI, they also have access to those Flock Cameras (License Plate Reader technology). There are several out there. One is on a solar panel on Sullivant and Clarendon. Camera is pointed to catch the cars going east. The west camera is on Sullivant and Highland. All they do is put your tag in the system and it's like a gps tracking device.
