Think of it like with cellular MVNOs. Quest is in the business of making money, so they charge more if you go direct to them. But since they like to make money, they partner with smaller groups at a discount who use their services, because no everyone goes to them direct and looks to save. They aren't going to lower their fees, but lets someone else lower the fees, they still get paid, and still charge others a premium.
