There's no one answer to that question. It really depends on what shop she's working at and what their acceptance of foreigners is like. Some shops will accept no foreigners, some will accept foreigners with enough Japanese proficiency, others are open to all foreigners. But there are exceptions sometimes stores that accept foreigners will have girls that won't and other times you can have a girl that works at a store that doesn't accept foreigners get you in by booking directly. I've had pretty good luck at most delivery health services even ones that aren't supposed to be super open to foreigners because I speak enough Japanese and I don't go to soaps very often which are more notorious for being stricter with gaijin.
