It's why security pens work, there is too much work, evidence, and risk in higher quality counterfeits. High quality counterfeits are extra dangerous for the criminal because there will be too much evidence. If caught with them and with evidence of how they made, obtained, or used them elsewhere (physical or electronic), they are cooked. It is near a 99% conviction rate for federal crimes, and a counterfeit case is high priority once discovered. They have a "root out every weed before it grows" approach so to speak. You cannot just print high quality fakes, so in a roundabout way that is why many fakes are easy to spot by feel or pen alone.
