To me, being off by only 1 tier is actually agreement. With unknown or less reliable reviewers, two to four good samples of their opinions tend to show a clear pattern. You can also say that's about 80% accurate if they agree on something. When even the good and bad reviews agree on something the accuracy shoots up much higher.

However, most reviewers are varying levels of reliable, so by default I can only take them to be 60% true. Sometimes they just make an honest mistake and confuse one girl's name with another. We've all done it.

Lastly, there is a maximum accuracy limit to intel, even for a girl you saw with your own two eyes. Since girls can and do change their appearance over time.
