Scroll down to the bottom of the page in the far right corner click on contact. Then you'll see an option to submit your issue. I've attached the screenshots as well.

Yes, I remember reading the same thing! I would guess the pics are much older than 5 years though. I was always intrigued but I have a friend who's kind of a high up in Manchester, so to speak! I have the same issues, it has to do with a SSL mismatch because they are using something similar to cloudflare to mitigate DdoS attacks. Right now the only way I can access the site is via firefox by removing the https protocol.

Working fine for me right now with Chrome.

This site used to go down for a period each day for backups. It may be related to that and the hosting system is simply delivering a different message due to something not being available.
