You never have to return key cards. I travel extensively, I don't think I have formally checked out of a room or returned key cards in well over a decade. I have never had a hotel at any tier charge for unreturned cards. Sometimes I leave them in the room, sometimes I don't, zero issues. You can pay for a full night, use the room for 5 minutes and leave, they won't care. Any by the hour place is going to be a dump.
