Long overdue review. I didn't have any communication problems like some mentioned. This is correct except I don't think a tit job would fall under L2, I'd say L1 (others may disagree). At each level clothing may or may not be present. Kissing can happen at any level too and dirty talk etc. Were kind of getting into nuances but generally it's.

L1 hand.

L2 mouth.

L3 FS.

For me if someone got topless or naked and did a HJ I'd call it L1+ but there's no hard rule behind it.
