Looks like they are trying to close the loophole around bodywork, trying to get it regulated like massage therapy. It shouldn't pass as-is because they specify "Chinese Medicine" with no inclusion of Thai, Korean, etc.

It's not racist because it's not about the race of the practitioner, only the licensing status.
