I can see where doing away with the Table Shower goes along with a STRICTLY L1 menu. If they're trying to be really reeeeeeeeally cautious, the Table Shower would put them in the position of "handling your junk" before a long massage (to see if you'll "roam" on your own), and waiting to see a reaction from "accidentally" bumping your junk with back of their wrist some time after the flip.

I've been to some L1 places with a Table Shower where they'll wash your back, chest, legs with soap and a loofa, but just completely refuse to "wash you there" and hand you the loofa to wash your own junk! Of course, by the time you get to the end of the massage and perform the flip, you MAY get an offer of L1 if you've passed the rest of the pseudo-screening tests (whatever they are). So ... NOT having/offering a Table Shower avoids that awkwardness and the potentially misinterpreted signal that nothing at all is on the menu.
