She has serious mental health issues. Legit schizophrenia, anxiety and stuff like that. My guess is that she left home where she was living and isn't taking her meds and now is wandering around like a zombie. She's been around for probably 18 to 20 years now. I give her credit on never over dosing. Seen her the other night at the lower end riding an electric scooter.
