I have a new theory. Maybe it's far fetched. It's quite possible they are waiting to slap cases on dozens, if not hundreds or people. If they bust a provider in say June of this year, couldn't they just go through their phones and try to trace all of the mongers that clearly showed intent since 12/1? Or would that require too many resources? They could probably bust a couple hundred just from a few providers.
