At Good, it might be cheaper than double and at Tokyo, it sounds like its cheaper, but they actually push for it.

As for the police presence, there have been a few reports of a cruiser or two in the parking lot in the past. There are some homeless in the area that hang out on that end of the parking lot. There are a few resteraunts nearby where someone can grab a bite to eat, park and eat said food.
