I've been to Bogota, Medellin, and Cartagena, the later has the better girl life especially on the more moderate range. Bogota has action of course, but I prefer the island like vibe of Cartagena better and the Chica's are sooooooo friendly. All said, Colombia in general is safe, but scams, pickpockets, kidnapping can happen. Look at Medellin also, lots of expats, girls, bars.
