BLOOMINGTON — An Illinois State Police investigation has led to six arrests of men accused of traveling to meet minors in McLean County to engage in sexual acts.

Nathan J. Hansen, 45, and David B. Teran, 25, both of Bloomington, appeared in court Thursday afternoon for initial appearances in custody before Judge Scott Black.

On Friday afternoon, four defendants appeared in custody before Judge J. Brian Goldrick:

Steve Adma, 21, who currently lives in Galesburg for work but is from Haiti.

Michael A. Morris, 30, of Forest City.

Khalid M. Farah, 21, of Arlington Heights.

And Larry M. Miller, 60, of Tolono.

They are charged in six separate, unrelated cases under similar circumstances, prosecutors said.

Each defendant is charged with with traveling to meet a minor, a Class 3 felony; two counts of indecent solicitation, one charged as a Class 3 felony, and one charged as a Class 4 felony; solicitation to meet a child, a Class 4 felony; and grooming, a Class 4 felony.

Hansen is additionally charged with unlawful possession of a controlled substance, a Class 4 felony.

Assistant State's Attorney Daniel Guido filed a petition to detain Hansen, Teran and Adma on the grounds of dangerousness at hearings Thursday and Friday, while First Assistant State's Attorney Brad Rigdon filed a petition to detain Morris, Farah and Miller for dangerousness Friday.

On Jan. 8, an ISP special agent working undercover, posted online advertisements for sexual services on a website, according to probable cause statements in each case. Three postings listed three available women who were 20,22 and 19 years old, with a phone number.

Hansen texted the number for the 20-year-old; Teran texted the 22-year-old; Adma contacted the 19-year-old; Morris contacted both the 19-year-old and the 22-year-old; Farah contacted the 19-year-old; and Miller contacted all three.

All six defendants inquired about the rates for specific sexual services, and in each case, the undercover officer communicated with them, telling them she was actually 16, the probable cause statements stated.

At 11:48 am Jan. 8, Hansen arrived at a hotel to meet up with and engage in sexual acts with the "minor" girl.

He went into the hotel room, where the officer again told him she was 16. Hansen gave her the agreed upon $170 to engage in sexual acts, and she repeated that she was 16, according to the probable cause statement.

ISP officers then entered, searched the room and took the defendant into custody. During the search, an officer found a small plastic container in Hansen's shirt pocket.

The container had nine pills inside, which were confirmed to contain oxycodone.

Teran made contact with the "22-year-old" at 12:21 pm And told her he could meet up before 2 pm.

Initially, when the undercover officer told Teran she was 16, he said he would not meet up with her because of her age, noting the advertisement said she was 22.

Teran arranged to meet with the "minor" anyways. At 2:03 pm, the defendant arrived at a hotel to meet her, the probable cause statement said.

Inside the hotel room, the undercover officer again told Teran she was 16. Teran proceeded to give the officer the agreed amount of $80 in exchange for sexual acts, after which he began to remove his clothes before ISP entered and took him into custody.

According to the probable cause statement, Teran agreed to speak with officers. He told them he knew he had come to the hotel to meet with a 16-year-old girl, and he acknowledged had paid her and begun to take off his clothes. He told the officers he had traveled to the agreed location with two children under age 5, who were left in his car.

Adma made contact with the undercover officer about 7:27 pm Jan. 8, thinking she was a 19-year-old.

Over text, the officer told the defendant she was actually 16, about 8:03 pm Adma continued to arrange plans to meet the defendant and arrived at the agreed upon hotel around 8:30 pm.

He paid the undercover officer $100 in exchange for sexual acts, believing she was a 16-year-old, Guido said in court Friday.

Adma agreed to speak with officers, using a translator to assist. Adma told police he knew the girl he intended to meet was 16 and went to perform sexual acts with her, Guido said.

Adma's arrival to the hotel was captured on camera, the prosecutor added.

On Jan. 9, Morris contacted two separate listings; one for a 19-year-old and another for a 22-year-old. He began talking to the younger woman at 11:50 am.

He later texted both girls, asking them to meet up with him together to engage in sexual acts with him. The two undercover officers told the defendant they were 16, the probable cause statement said.

Morris made multiple statements that he was hesitant to come, worried it was a setup.

"It's like the show trying to catch a predator," Morris texted one of the girls.

He still proceeded to the hotel room and met with the two undercover officers, Rigdon said reading the probable cause statement Friday.

Morris spoke to police after he was arrested and said he had traveled to Bloomington from his home an hour away to meet with two 16-year-old girls with the intention to have sex with them for $200, Rigdon said.

Farah reached out to an undercover officer shown in the ad as a 19 year-old at 1:51 am Jan. 9. The undercover officer told Farah she was 16-year-old when she responded to Farah at approximately 10:11 am.

Then, Farah continued to make arrangements to meet with her, arriving at the agreed-upon location of a hotel at 11:58 am.

Rigdon said the defendant showed "no hesitation" after he learned the girl was 16.

Farah also asked the presumed 16-year-old if she smoked and offered to bring her a cannabis joint, the prosecutor said.

The undercover officer again told Farah she was 16 upon his arrival to the hotel room. Farah paid the officer the agreed upon $160 for sexual acts, Rigdon said.

After his arrest, Farah told officers he had engaged with the girl after he saw an advertisement on Twitch, an online livestreaming platform. He acknowledged he continued to talk to her after she revealed she was 16, and he arranged to meet with her to engage in sexual acts.

Miller contacted the undercover ISP sources on Jan. 8 and 9. He texted the women, who revealed to him they were all 16. However, Miller continued to speak to the undercover officers.

He asked whether the girls were undercover cops but then proceeded to make plans to meet up with them over the course of two days.

On Jan. 9, Miller met at the hotel room at approximately 3:00 pm He agreed to give two girls $200 to have sex with both girls, who he believed were 16.

Upon his arrest, Miller told police he had intended to meet up with the two girls who he thought were 16 to engage in sexual acts with them. He also told police he had used online advertisements and websites to meet with prostitutes two previous times.

In a jail phone call with his wife, Miller said he "wasn't thinking. " She asked "How many times were you not thinking?" and Miller told her he didn't want to answer that question, Rigdon said in court.

Detention, release hearings.

Judge Black denied the state's petition to detain Hansen and Teran on Thursday, releasing both defendants with mandatory release conditions, as well as the discretionary conditions to not have contact with anyone under the age of 18.

They were additionally ordered to report to pretrial services for monitoring.

Assistant Public Defender Matthew Koetters represented Hansen and Teran at their hearings. Assistant Public Defender Mackenzie Frizzell represented Adma, Farah and Miller during Friday's proceedings. Assistant Public Defender Jacob Narin represented Morris.

During Friday's hearings, Frizzell and Narin argued since two defendants were released under similar circumstances the day prior, Adma, Morris, Miller and Farah should be released, too. Both attorneys also noted the defendants' jobs, education and families as reason to release them.

Judge Goldrick ruled to release Adma, Farah and Miller, ordering them each to report to pretrial monitoring and not to have any contact with minors.

However, Goldrick decided to grant the state's petition to detain Morris, citing his criminal history and contact with multiple people he believed to be minors in making his decision. Morris was also ordered no contact with anyone under the age of 18.

Hansen and Teran are scheduled for arraignments at 9 am Jan. 24.

Adma, Morris, Farah and Miller are scheduled for arraignments at 9 am Jan. 31.

After Friday's hearings, McLean County State's Attorney Erika Reynolds told The Pantagraph, "While I would love to comment about the appropriateness of releasing people accused of sexual crimes against kids, I am ethically prohibited from doing so, pursuant to the Rules of Professional Conduct. ".
