Uncle's interpertation of the AG's opinion basically says that some advertising rules for massage therapists, like banning certain pictures, words, or personal details, were too strict and violated free speech rights. These rules were unfair because they blocked honest ads without good enough reason. While other rules still apply, the overly strict ones can't be enforced anymore, so more than arms and elbows okay, but of course within reason. Thanks. I was thinking of 2-3 legit places that post on CL with their face ish pics. I don't see that one cutie anymore that had a place in the old kabuki bldg. Maybe she got informed. Bottom line I suppose is don't go looking for legit massages on craigslist. Haha.

The law prohibiting massage advertising with "pictures depicting the human form other than hands, wrists, and forearms" is still on the books, and I was unable to find any Hawaii court ruling that declared that law unconstitutional. Hawaii Attorney General Legal Opinion 98-02 is an opinion, not a court ruling, and a court would not be required to follow it (although it would be persuasive that even a law enforcement agency believed the law to be unconstitutional). So it would seem that even a legitimate massage business that violates that law could possibly be punished, even if the probability is very low. As I said in my original post: "So it seems doubtful that the hands-wrists-forearms image restriction would be ruled constitutional in court," but it's not impossible.

Technically speaking, the licensing board in Hawaii only allows photos of arms in advertising. They forbid showing off or even talking about your appearance.

So if you see an ad with their appearance, especially in a non-professional setting (dressed up and hanging out at the beach for example), they're probably running an unregulated business in Hawaii. That alone doesn't necessarily mean they provide sexual services, they could for example, be licensed in another state. If they make it a point to mention that they are men who service men, then it is likely that they will provide homosexual services. They probably won't straight up assault you though.
