It's not like that.

Agencies have girls spread out across apartment complexes mostly just west of the strip. (Decatur, Trop, Flamingo, Spring Mountain, Jones and others) Closer doesn't mean cheaper. You pay the outcall rate (or get the incall rate if you use their driver), it's a flat rate, not a per mile rate. Travel / Driver expense is the same no matter where the girls are coming from. It's going to be 15 or 20 mins depending on lights, construction, traffic etc.

It 100% is a thing in SoCal. That's where most of the girls I know that do OTC stuff do it. It is not an LTLV thing nor a Vegas thing. In SoCal, the girls can basically openly do OTC stuff while in Vegas they have to sneak around and do it. At least in my personal experience. I've done plenty of OTC stuff with providers in LA and OC, but very rarely in Vegas.
