Is that true for all states? I think this is a state by state issue, isn't it. I kind of remember in Michigan or maybe it was Chicago. IL (but this was a long time ago) - if a test came back positive they would check to see if you were married and if so inform your spouse. I could be mistaken as I have never been in this situation. So more curious than anything.

I am speaking only about Washington State when it comes to the legality of third parties disclosing your status. HIPPA and ADA have changed how all medical status are disclosed. Add to the fact that there are so many ways to get tested anonymously, it makes it harder to track down an individual. Tracking the spread of STI is vastly more important (IMO), than trying to target someone for a bunch of reasons. Now if someone was actively and purposely exposing people to HIV, now we move into criminal territory.
