That might be partially correct but you're leaving out some parts. The hotels in the area were popular partly because of location and partly because of available bargains on the secondary booking sites like Priceline. Yes, the hotels requested help from the Maryland Heights PD but things went beyond that. Maryland Heights sought out and received federal grant money to combat prostitution, that included them being able to hire additional staff to work the issue. Maryland Heights PD then started conducting prostitution stings and reverse stings targeting "johns". It was one thing trying to work with hotel management in Maryland Heights to keep activity more under control and an entirely different thing to take active steps to attract both prostitutes and customers to Maryland Heights to bust them. If I recall correctly, Maryland Heights went so far as to change their code of ordinances to include prostitution so that they could levy higher fines and impound vehicles more easily in municipal court. So they kinda worked pretty hard to earn their reputation as being a bad place to partake in the hobby either as a provider or customer.
