In truth, there are several 'new laws', and one really bad one has taken effect already. It's what you're referring to, and it changes the legal definition of solicitation in NC. Previously, to be busted for solicitation you had to 'offer' $ for services or actually do a deal without the decoy or provider entrapping you. There were ways you could protect yourself after they bust you, if you knew enough to stay quiet, not answer questions and not to admit to anything. The new definition is vague and broad AF. It extends solicitation to include 'intent'. They describe several examples within the law that make you subject to being charged. If you go to their location. That's now intent. So, they can now bust you in the parking lot before you ever see a girl if you've been texting her. That's a 4 month mandatory jail sentence. Also described as intent in the law is 'withdrawing $ from an ATM. So, clearly after they bust you, they will subpoena your bank records. Stay safe out there.
