Cooper did sign it, but the Republicans told him they had the votes to override his veto upon delivery. He's only made them override a few times, and they did. My belief based upon what a member of his staff told me is that he has aspirations to run for Senate and even though he disagreed with the legislation, he was going to lose so why give the other side a talking point to use in a campaign ad. Well unless they give up their habit or sudden get rich, they are going to need those roses. So it wouldn't do them much good to start throwing it away just to look good to PoPo.
